Winston-Salem limits households to a combined total of 4 dogs and cats over 4 months of age in residential zones without a kennel permit. Additional animals require a special use permit and larger-lot zoning.
Under Winston-Salem Code Chapter 4 and the Unified Development Ordinances, a single-family residence may keep up to 4 dogs and cats combined (over 4 months of age) without further approval. A kennel permit or special use permit is required to keep 5 or more dogs/cats, typically requiring a lot of at least 1 acre, kennel structures with setbacks, and public notification of neighbors. Puppies and kittens under 4 months do not count toward the limit. All dogs must be currently vaccinated against rabies per N.C.G.S. 130A-185 and licensed through Forsyth County. Exotic pets, rabbits, and small caged animals are counted separately and generally subject to less strict limits.
Exceeding the limit without a kennel permit: 100 dollars first offense, up to 500 dollars continuing. Animals may be seized or re-homed if conditions are inadequate.
