Coeur d'Alene, ID Animal Ordinances: Pet Store Rules (2026)

Chapter 6.30 of the Coeur d'Alene Municipal Code licenses and regulates pet shops and kennels. Section 6.30.010 makes it unlawful to operate, keep or maintain either one within the city limits without a valid city license and without complying with the chapter. Under § 6.30.020 the applicant files with the city clerk along with the annual license fee, and no license issues until an animal control officer or other city designee inspects and finds an adequate means of restraining animals, an appropriate zone under the Coeur d'Alene zoning code, and a premises that can meet every requirement. Licenses run to January 31 of the year issued, cannot be transferred to another person or location, and must be displayed where the public can see them.

Section 6.30.060 is the pet store enclosure rule. Primary enclosures are required at commercial kennels and pet stores. Each must be structurally sound, kept in good repair, and built of material that is impervious to water and easily cleanable. Floor space per animal is the square of the animal's length in inches, measured from nose to base of tail, plus six inches, expressed in square feet, and the animal must be able to turn about freely and to stand, sit and lie in a normal position. That space rule does not apply to animals housed less than seventy two hours or housed for veterinary or grooming purposes. No more than one animal can share an enclosure without the written consent of each owner.

Other standards follow. Under § 6.30.030, animals four months or older housed longer than twenty four hours need separate cages and exercise periods at least twice each day, five minutes each, unless a run is provided. Section 6.30.080 requires feeding at least once a day and constant access to potable water for animals held over twenty four hours. Section 6.30.090 lets officers inspect every part of the facility during business hours.
