Full Breakdown
Independence's Municipal Code defines a commercial animal establishment to include any pet shop, and requires its operator to hold both a City License Officer license and a Director-issued permit before opening. Licensed establishments must keep animals in clean, temperature-controlled housing, maintain feeding, health, and acquisition records, and disclose any illness or defect before a sale. They may never sell wild or exotic animals, venomous animals, puppies or kittens under eight weeks old, or animals lacking age-appropriate vaccinations. The Director can suspend or revoke a permit for noncompliance, giving Independence real leverage over pet store sourcing and welfare standards without banning retail sales outright.
Violations & Fines
Selling a wild or exotic animal, a puppy or kitten under eight weeks, or an unvaccinated animal breaches the license terms; the Director may suspend or revoke the establishment's permit.
