Veterinary. An animal care facility operated by licensed veterinary practitioners primarily engaged in the practice of veterinary medicine, dentistry, animal surgery, or testing services for licensed veterinary practitioners. Examples include pet clinics, dog and cat hospitals and animal hospitals, veterinarians' offices, and veterinary testing laboratories, or veterinary training facilities. No outdoor grooming or pet boarding is allowed in this use.

Independence Unified Development Ordinance § 14-200-05-A.3 defines 'Veterinary' as an animal care facility run by licensed veterinary practitioners for medicine, dentistry, surgery, or testing, and bars outdoor grooming or boarding under that use. Table 301-1 permits veterinary uses by right (P) in the C-1, C-2, and C-3 commercial districts but not in O-1 or O-2 office districts. Table 302-1 likewise permits veterinary clinics by right in the B-P/PUD and I-1 industrial districts but not I-2. No R (residential) district use table lists veterinary as an allowed use.
