Section 8-4-1 splits retail animal sales into two permit categories. A MAJOR PET SHOP is any commercial establishment where dogs and cats, among other animals, are bought, sold, exchanged, or offered for sale; a MINOR PET SHOP covers the same activity for animals other than dogs and cats. ' Unlike a retail sale ban or adoption-only ordinance, Iowa City's code does not dictate where a pet shop's dogs or cats come from; it conditions the sale on holding a permit under section 8-4-12, issued by the Police Chief or a designee after a written application and optional inspection of the premises and animals.

The Chief must refuse or revoke the permit for an unsanitary establishment, animals lacking adequate food, water, or shelter, or a prior revocation within twelve months. Pet shops carry one additional consumer-protection duty under section 8-4-6(I): any shop displaying, selling, or transferring turtles, tortoises, or iguanas must post a public notice warning of salmonella transmission. Commercial establishments must keep their permit posted in a conspicuous place under section 8-4-12(B)(4), and the permit expires one year after issuance, renewable within thirty days of expiration.
