Palm Coast, FL Animal Ordinances: Pet Store Rules (2026)

Section 8-38 of the Palm Coast City Code governs the sale, transfer, or gift of live animals within the city, and subsection (d) sets specific requirements for pet shops and other nonoutdoor markets. Animals may only be displayed in crates meeting current minimum USDA requirements for crating live animals, and each animal must be able to stand up and turn around; it is prohibited and unlawful to house more than two animals per crate. Crates must allow free airflow and be arranged so employees control access to the animals, and the animals must be kept in a clean and sanitary environment with adequate water and food available at all times.

Cages must be cleaned and disinfected at least once per day using a disinfectant normally used in the kennel industry. A parallel set of rules in subsection (c) governs flea markets and outdoor sales, covering USDA-compliant crating, ventilation, a heat source, shaded display areas, daily vendor inspections by the market's owner or manager, and reporting of violations to the appropriate agencies. 29 by reference for every animal transported into the city for sale.
