Summary
No new pet store can open to retail-sell dogs or cats in Pinellas County; only commercial establishments already operating before January 1, 2022 can hold a retail sales permit.
Commercial establishments engaging in the retail sale of dogs or cats must acquire and maintain a valid and current retail sales permit, and operate only within the scope and terms of the permit. A commercial establishment is required to obtain a retail sales permit within the time period prescribed by the department, and in order to qualify, acquire, and maintain a retail sales permit, a commercial establishment must at all times maintain compliance with the requirements of this Code, specifically the section pertaining to the retail sales of animals, as well as any other applicable regulations. No retail sales permit will be issued to any commercial establishment that was not already in operation prior to January 1, 2022.
Official source re-checked September 7, 2026: no newer edition of the code had been published (publisher’s edition: Code of Ordinances: Supplement 124).
Full Breakdown
Sec. 14-29(I)(d) requires a retail sales permit for any commercial establishment selling dogs or cats, but bars issuing one to any store "not already in operation prior to January 1, 2022." Existing permitted stores can't expand floor space or add locations, and may only relocate to a smaller space with fewer sales kennels. Kennels, pet dealers, and hobby breeders (club-affiliated, capped at two litters or 20 animals per household per year) need their own separate permits under the same section.
Violations & Fines
Operating without a required permit triggers a department citation (14-29(I)(b)); permits can be suspended or revoked for a failed inspection or a cruelty conviction, and sales are barred from public thoroughfares, parking lots, or flea markets (14-29(III)(a)).
