Blue Earth County, MN Animal Ordinances: Veterinary Clinic Zoning (2026)

Blue Earth County's zoning ordinance treats veterinary practices as a business use, not an agricultural or residential one. Section 24-232(a)(12) lists 'Veterinarians, including observation kennels for household pets' among the permitted uses in the Highway Business (HB) district, on the condition that all kennels are located within enclosed structures, so no outdoor runs or cages are allowed to house patients overnight. The HB district also imports every permitted use from the General Business (GB) district under section 24-232(a)(4), but GB's own use list does not separately name veterinarians, so a clinic seeking to open outside HB needs an interim or conditional use finding from the planning agency, or must locate on HB-zoned ground along a county highway corridor.

Section 24-233 sets the underlying dimensional standards for HB parcels: no height limit except near airport safety zones, a half-acre minimum lot, 150 feet of road frontage, and a 130-foot front setback from the centerline of county and state highways. Once built, the clinic's parking is governed separately: section 24-310(p)(9) requires 'animal hospital' uses to provide one on-site parking space for each 250 square feet of gross floor area, the same ratio applied to professional offices and retail and service establishments. Any accessory boarding kennel that isn't fully enclosed, or a clinic sited in the A, C, RR or RT districts without the necessary permit, is a zoning violation the county's Environmental Services department can act on directly.
