Boone County, IN Animal Ordinances: Veterinary Clinic Zoning (2026)

Section 157.005 defines a VETERINARY ANIMAL HOSPITAL or CLINIC as a facility whose primary use is for a licensed veterinarian and supervised staff to care for, diagnose and treat sick, ailing, infirm or injured animals, and it expressly allows temporary boarding as an accessory use to that veterinary practice. Table 2, Authorized Uses, referenced in Section 157.007, then fixes where that use can locate: the veterinary animal hospital row carries an X, meaning permitted by right, only in the GB (General Business), UB (Urban Business), PB (Professional Business), I1 (Light Industry) and I2 (General Industry) columns.

Every residential column (R1 through R4, MF), the Conservation, Agricultural Preservation, General Agricultural and Rural Equestrian columns, and the Local Business and Accommodation Business columns are blank for this use, so a clinic cannot open there under this table. Section 157.007(A)(3) directs the Zoning Administrator to determine, for any use not listed, whether a proposed operation is similar to a permitted one; if it is not, the application is denied, and disputed classifications go to the Board of Zoning Appeals. A veterinary clinic proposing overnight boarding beyond the temporary, accessory scope written into the Section 157.005 definition would need to seek a different classification such as a kennel, which Table 2 marks SD, requiring both BZA special exception approval and an APC development plan review rather than a by-right permit.
