Sec. 123-195(b)(2)d authorizes an animal clinic or veterinary clinic as a permitted retail and service use in the B4-1 through B4-3 General Service Districts, but the same clause excludes animal kennel or boarding other than for pre- and post-clinical procedures or care from that permitted use. All B4 business activity must otherwise be conducted or located within completely enclosed buildings under Sec. 123-195(a)(2), except for drive-through facilities and unenclosed off-street parking or loading. A true boarding kennel is instead separately authorized in the B5 Wholesale and Motor Vehicle District: Sec.

123-196(b)(2)a permits animal hospitals and kennels, provided all facilities for the care and boarding of animals within completely enclosed buildings, a use Sec. 123-195(b)(2)d does not extend to B4 property. A veterinary use is not listed among the B1 Limited Retail, B2 General Retail, or B3 Limited Service district uses reviewed, so placement in those lower-intensity business districts is not authorized as a permitted use. Before opening, the operator must obtain the zoning certificate required by Sec. 123-34, issued only after the director of the department of development and planning confirms the building and use comply with the chapter, plus a certificate of occupancy under Sec. 123-35.
