Chapter 40's definitions section, § 40-1, defines a 'loading zone' as the curb space reserved for light vehicles taking on or discharging persons, materials, or merchandise, and specifies that heavy vehicles must instead load and unload in alleys within the city's congested district, a downtown area the code bounds roughly by Broadway, Fourth Avenue, the Wabash Railroad right-of-way, Connecticut Street, 25th Avenue, Adams Street, 19th Avenue, and Madison Street. Section 40-126 sets up the operating rules: the city creates bus stop or loading zones on its streets for receiving and discharging commercial passengers, and any such zone sitting immediately beyond an intersection (rather than immediately before one) counts as a 'far side' bus stop or loading zone.

Every bus stop or loading zone must be eight feet wide, measured from the curb toward the center of the street. Critically, § 40-126(d) makes it unlawful for the owner or operator of any vehicle to place or park it in a bus stop or loading zone at all; the definition of 'loading zone' underscores that no parking is intended there for any period whatsoever. Separately, commercial developments must also provide their own off-street loading berths under § 123-368, sized at least ten feet by 25 feet, kept out of required side yards and at least 25 feet from any street intersection, so curbside loading zones and a building's private loading berths are governed by different sections working together.
