Section 40-292(a) prohibits stopping, standing or parking a vehicle, except when necessary to avoid conflicting traffic or a police officer's or traffic-control device's direction, in 16 named places. These include on a sidewalk, in front of a public or private driveway, within an intersection, within 15 feet of a fire hydrant, on a crosswalk, within 20 feet of a crosswalk at an intersection, within 30 feet of a flashing beacon or stop sign, within 50 feet of a railroad crossing, within 20 feet of a fire station driveway (75 feet on the opposite side when signposted), alongside a street excavation, on the roadway side of another parked vehicle, on a bridge or in a tunnel, wherever signs prohibit stopping, in front of occupied public buildings, and with the vehicle's left side to the curb, which functions as Gary's wrong-way parking ban.

Section 40-292(b) separately makes it unlawful for anyone to move a vehicle they do not own into one of these prohibited spots or an unlawful distance from the curb. These rules sit in Article V, Division 1, alongside Section 40-290's separate requirement that parked vehicles sit parallel to and within 12 inches of the curb, with right-hand wheels against a right-hand curb absent posted exceptions. Violations of Article V are penalized under Section 40-287, which allows fines under Chapter 20's fee schedule, with repeat violators booked onto the regular city court docket rather than resolved by a written confession of judgment and prepaid fine under Section 1-7.
