Section 40-295(b) opens by restating the city's general rule that, absent a specific restriction, it is lawful to park any vehicle on a Gary street at all times. It then carves out heavy vehicles: any truck rated above the manufacturer's 2½-ton capacity, any truck or vehicle with more than four wheels, or any trailer, tractor, or semitrailer may not be placed or parked on a city street or alley for longer than two hours, and none of those vehicles may be parked on any street or alley in the city at all between 2:00 a.m. and 5:00 a.m.

The overnight window applies regardless of how long the vehicle has already been parked, so even a heavy truck within its two-hour daytime allowance must move before 2:00 a.m. The rule sits alongside Section 40-295(a)'s one-hour alley loading exception and (c)'s residential parking ban for vehicles over three-fourths ton, forming a layered set of commercial and heavy-vehicle parking controls in Article V, Division 1. Because the ban is defined by vehicle weight, wheel count and body type rather than by a commercial-use license, it reaches privately owned heavy pickups, box trucks, and towed trailers and semitrailers just as it reaches licensed commercial fleets.

Enforcement runs through Section 40-287, which fines a first violation under Chapter 20's schedule and sends a person cited again for a repeat violation to the regular city court docket for a fine under Section 1-7 rather than allowing a written confession of judgment.
