020-2(e) of the Unified Development Ordinance defines 'Veterinary' as animal hospitals and veterinary clinics, and adds that any veterinary use involving outdoor animal runs or kennels is regulated as a Boarding or Shelter use rather than as Veterinary. 100-A. A veterinary practice that wants outdoor kennel runs for boarding patients has to clear the Boarding or Shelter standard in the district, which is more restrictive in several districts than plain Veterinary. 020, and establishing, changing or expanding a use without the zoning or special-use permit required for its actual classification is itself a violation, independent of whether the underlying use would otherwise have been allowed.
