Chapter 24's zoning use lists set out, district by district, whether a veterinary practice is a use a landowner may open outright or one that first needs discretionary approval. In the General Agricultural District, A-1, which covers most of the county's rural land outside the primary service area, Sec. 24-212's use table places 'Animal hospitals, veterinary offices and kennels' in the Specially Permitted Uses column with no entry in the Permitted Uses column, meaning the use is not allowed by right in A-1; an applicant must obtain a special use permit, which under chapter 24's SUP procedures requires board of supervisors approval after a public hearing, rather than simply pulling a zoning permit.

This reflects A-1's stated purpose of keeping commercial, industrial and urban-scale uses out of the rural landscape unless the county affirmatively decides a particular site can absorb one. Once a veterinary hospital is approved and operating, Sec. 24-59(18)'s parking standard separately requires three off-street parking spaces per examination or treatment room, plus one additional space per employee on the largest shift, a distinct standard from the seven-spaces-per-practitioner rule that governs ordinary medical offices and clinics. A veterinary use that later expands its examination or treatment rooms, changes hours, or otherwise departs materially from what the board approved in the special use permit can be required to return to the board for an amended permit before continuing to operate under the expanded footprint.
