Noblesville, IN Animal Ordinances: Veterinary Clinic Zoning (2026)

The State Road 32 Overlay District (section 159.109(J)) runs along the State Road 32 corridor and the Midland Trace multi-use path on Noblesville's east side. Under section 159.109(J)(6), every use listed as a Permitted, Conditional, or Accessory Use for the underlying base zoning district in the Unified Development Ordinance's Appendix C Official Schedule of Uses is likewise allowed in the overlay, except for the 28 uses the ordinance singles out for exclusion in section 159.109(J)(7). That prohibited list bars uses the corridor's design standards were not written to absorb, including a veterinary hospital with a commercial kennel, an automobile impound lot, a junk or salvage yard, outdoor storage, and a penal or correctional institution, among others.

A veterinary clinic without an attached commercial kennel is not on the banned list and remains subject to whatever the underlying zoning district's use table allows. Outside the overlay, where a veterinary hospital or clinic is a permitted or conditional use, section 159.142's Table 9 sets its parking requirement at two spaces plus one additional space for every three animal enclosures, whether cages, kennels, or pens, on top of the building's general floor-area parking ratio. The State Road 32 Overlay's building setback, height, and floor-area standards in the balance of section 159.109(J) supersede the Unified Development Ordinance's normal standards for any use that is allowed there, so a permitted animal-care use in the corridor would still have to clear those overlay-specific site standards even though it escapes the kennel ban.
