' Where that use is allowed depends on the district. Section 337 lists it among the permitted uses in the Highway Business (Contemporary) District, alongside automotive repair stations, banks and warehouses, so a veterinary clinic with boarding can open there without a conditional-use hearing. Section 334 places the identical use in the Gateway East and Gateway West Districts' conditional-use list instead, meaning an applicant there needs Borough Council approval under the standards in Sections 400-401 before opening, the same track used for car washes, drive-through windows and utility operational facilities in that district.

Section 401 also carries a specific operating standard for the kennel component: item 14, 'Kennels, Commercial (With or without an accompanying veterinary practice),' requires that no outdoor kennel be located within 300 feet of any existing residence and that kennels be designed to effectively buffer all noise audible to surrounding properties, regardless of which district approves the use. The Zoning Ordinance separately defines 'Pet Grooming' as a narrower commercial use limited to grooming dogs and cats with only incidental holding pens, and it expressly excludes overnight boarding, breeding, training or selling, the activities that would push a grooming business into the veterinary-office-and-kennel category instead.

An owner planning a veterinary practice with boarding should confirm the zoning district first, since the Highway Business by-right path and the Gateway conditional-use path lead to very different permitting timelines for what is otherwise the same use.
