Putnam County, FL Animal Ordinances: Veterinary Clinic Zoning (2026)

Putnam County's Land Development Code sorts land uses into defined categories rather than listing 'veterinary clinic' directly in each zoning district's table. Sec. 45-46, the 'Services' use category, lists 'Veterinary facilities: Small animal' among its examples, alongside banking, barbers and appliance repair; the Services category is a use allowed by right in the county's commercial districts under sections 45-81 through 45-84 (C-1 through C-4), each of which lists 'Services' among its by-right use categories. A facility that treats large farm animals, or both large and small animals, falls instead under Sec.

45-59, 'Commercial: Agriculture-related,' whose examples include 'Veterinary facilities: Large or small animal' alongside livestock auctions, feed stores and riding academies. That category is not a by-right use anywhere; Sec. 45-72(d)(2) lists 'Commercial: Agriculture-related' among the use categories that require a special use permit to locate in the AG district, the county's baseline agricultural zoning. In practice, a mixed-animal or large-animal veterinary operation in unincorporated Putnam County must go before the zoning board of adjustment for a special use permit rather than pull a building permit outright.

If the facility boards, grooms, breeds, or keeps three or more animals overnight, it also meets the county's definition of 'kennel' under Sec. 45-183, which layers on its own supplemental standards regardless of the zoning district: animal housing structures must sit at least 100 feet from any existing residence or residentially owned lot, and outside the AG district the structure must be completely enclosed and soundproofed.
