Rockingham County, VA Animal Ordinances: Veterinary Clinic Zoning (2026)

The Rockingham County Zoning Ordinance (chapter 17) regulates animal hospitals as a supplemental land-use standard under Sec. 17-607. In the RV, MXU and PCD zoning districts, an animal hospital cannot treat large animals such as livestock on site, a limit unique to the county's more populated and planned districts. Across the A-1, A-2, RV, MXU and PCD districts, any building, run or containment area tied to the hospital must sit at least 150 feet from every property line. That distance drops to 75 feet only if the applicant obtains notarized consent from the affected adjoining landowner and files it with the zoning application, plus a separate affidavit confirming the mutual consent to the zoning administrator.
