08 sets the county's off-street loading standard. Each required space must have minimum dimensions of fourteen feet in height, twelve feet in width, and fifty feet in length, and must connect directly to a road or street, or have a driveway offering satisfactory ingress and egress for trucks, with turning-radius documentation required to prove adequacy. Every hospital, hotel, or commercial or industrial building that receives or distributes materials or merchandise must provide at least one off-street loading space, though that space can be shared among several establishments on the site.

Loading spaces have to sit on the same lot as the building they serve and must be placed so they do not interfere with the safe movement of pedestrians and vehicles across any travel way. Bus and truck terminals must provide space sized to accommodate the maximum number of vehicles loading or stored at one time, backed by documentation referencing national loading-space standards submitted with the site plan. Once approved, an area reserved for off-street loading cannot be shrunk or converted to another use unless the use it served is discontinued or modified, or an equivalent replacement space is provided first, locking the loading capacity in place for the life of the commercial use.
