Rockingham County, VA Parking Rules: RV & Boat Parking (2026)

Rockingham County Code § 17-607 sets supplemental standards for a "recreational vehicle storage area" that apply in the R-4 (Planned Resort) and R-5 (Planned Neighborhood) zoning districts, the county's planned residential communities such as the Massanutten area. The storage area is for the sole use of visitors and residents of the development project in which it sits, must be designated on the development's master plan reviewed by Community Development, and has to be fenced and screened from view. Two hard bans apply inside that area: no junked or inoperable recreational vehicles, and no occupying a stored RV as living quarters.

The zoning use table lists recreational vehicle storage area as a permitted use only in these two residential districts (plus limited industrial-type districts), meaning it is treated as a distinct, sited land use rather than an incidental yard activity available anywhere in the county. A resident in R-4 or R-5 with a camper or travel trailer therefore keeps it in the platted, screened storage area for the project rather than parked loose on a lawn or street frontage, and an unoccupied, operational RV can also be kept in a screened outdoor area at a mini-storage facility under the same article's mini-storage standards.
