Troy, MI Animal Ordinances: Veterinary Clinic Zoning (2026)

Section 2.02 keeps the veterinary definition narrow and function-based: a VETERINARY HOSPITAL is "a facility maintained by or for the use of a licensed veterinarian in the diagnosis, treatment, or prevention of animal diseases and injuries," with no separate carve-out for a stand-alone clinic versus a full hospital, and no reference to boarding, which is instead handled through the Commercial Kennel definition and Section 6.13 standards.

The Zoning Ordinance's district-by-district Use Table lists "Veterinary clinics or hospitals" as marked NP (not permitted) across every one of Troy's residential districts, the Manufactured Housing Park district, the Community Facilities district and the Employment Park district. The use is marked P (permitted) only in the Community Business (CB), General Business (GB), Integrated Business (IB), Office (O), Office Mixed Use (OM) and Research Center (RC) districts, and it is again NP in the Parkway (PV) and P districts. That pattern places veterinary practices squarely in the office and commercial corridors along Troy's arterial roads, alongside medical and dental offices, rather than in neighborhoods or campus-style institutional districts.

Because the ordinance regulates a veterinary hospital purely by land use and district, not by a dedicated operating-standards section the way it does for commercial kennels under Section 6.13, a veterinary clinic that fits within an approved CB, GB, IB, O, OM or RC site plan does not face the 100-foot dwelling buffer or enclosed-building rule that applies to boarding and grooming kennels, though a practice that also boards animals overnight can trigger those separate Section 6.13 standards for that portion of its operation.
