Wyoming, MI Animal Ordinances: Veterinary Clinic Zoning (2026)

The City of Wyoming's Zoning Ordinance defines a 'veterinary clinic' at § 90-222 as an institution which is licensed by the Michigan Department of Health to provide for the care, diagnosis, and treatment of sick or injured animals, including those in need of medical or surgical attention, and specifies that it may include customary pens or cages for the overnight boarding of animals indoors and such related facilities as laboratories, testing services, and offices. That indoor-only framing carries directly into the district-by-district use tables. In the B-1 Local Business District, § 90-401B lists 'veterinary hospitals and clinics, excluding outdoor use of property for exercise yards, pens, and other similar uses' as a principal permitted use, meaning a clinic can open there without a special use permit as long as it keeps animal exercise areas, boarding pens and similar functions entirely indoors.

The identical use, with the identical outdoor exclusion, is repeated as a principal permitted use in the B-2 general business district (§ 90-407B) and again as a permitted or special-approval use in other nonresidential districts, including hospital-related zoning. A clinic that wants outdoor kennels, exercise yards or pens has to seek relief from that district's use table rather than relying on the by-right veterinary clinic listing, because the ordinance's own language excludes outdoor animal areas from the permitted use in every district where the use appears.
