Under Utah Admin. Code R657-3-49 and Utah Code Β§23A-5-311, it is unlawful to intentionally feed deer, elk, moose, bears, or cougars β species that routinely move through Utah County foothills, Provo Canyon, Hobble Creek, and the south Utah Valley communities. Fed deer have caused repeated vehicle collisions along US-89 and SR-92; fed mule deer herds overgrazed residential landscaping in Alpine and Cedar Hills. Provo Code Β§8.04 and the Utah County Land Use Ordinance reinforce state law and also address nuisance conditions from unsecured trash, pet food, or fallen fruit that attracts bears, raccoons, or skunks. Bird feeders are generally allowed but may be restricted during active bear incidents. The Utah Division of Wildlife Resources (DWR) investigates complaints and issues citations. Feral cat colonies require coordination with Utah County Animal Services and compliance with state rabies rules.
