No work shall begin on any new construction, alteration, removal, demolition, or other building operation until a permit has been issued and the fees prescribed under section 5-26 have been paid to the town, nor shall an amendment to a permit necessitating an additional fee because of an increase in the size of the buildings or an increase in the estimated cost of the work involved be approved until the additional fee shall have been paid. In addition, it shall be unlawful to conduct any land-disturbing activity without first obtaining a permit from the town. Permits may be obtained upon submitting a soil erosion and sedimentation control plan and the application, fees and by obtaining approval of the proposed project. No permit shall be issued until such time as the town is assured that the proposed land-disturbing activity will be carried out in accordance with the proposed soil and sedimentation control plan. No permit shall be required for land-disturbing activities by any person at any one time on any one tract that does not exceed 20,000 square feet in surface area, provided that assurances are made satisfactory to the director of the water resources department, if requested, that sediment control measures will be utilized to protect against off-site damages.(b)Application. Written application shall be made for all permits required by this article on forms provided by the code enforcement officer and shall contain the information as required on the forms.
