Cincinnati, OH Building Safety: Building Permits (2026)

Under Cincinnati Building Code § 1101-43.1, once plans for erecting, constructing, repairing, altering or relocating a building have been approved under § 1101-17.2 CBC, the Director of Buildings and Inspections must make or cause to be made the inspections, investigations and determinations needed to confirm the completed work and installations conform to the approved plans and to safety and sanitation standards. Section 1101-43.2 goes further, authorizing the director to inspect any building or equipment installation that becomes dangerous, unsanitary or unsafe at any time, not only during active permitted work.

Where construction, alteration, repair or demolition is proceeding in a careless or unworkmanlike manner that endangers life or property, or violates the CBC or Ohio Building Code, § 1101-43.4 lets the director order the operation discontinued until adequate safeguards are in place, or order specific corrective changes made. Department employees have a right of entry onto a premises at reasonable times under § 1101-45.1, but must identify themselves and secure permission before entering a private portion of a premises; if the owner or occupant refuses, § 1101-45.3 requires the department to obtain a search warrant, showing either specific evidence of an existing violation or that the property is subject to a general inspection program the owner has not complied with.

Failed inspections tie directly to permit status: § 1101-49.1 lets the director revoke a permit, license or certificate, or stop work outright, for a code violation, a dangerous condition, a false statement on the application, or an incompetent person in charge of the work, and § 1101-49.2 requires the revocation notice to be in writing, served on the owner or agent, and posted on the building itself, with no refund of permit fees.
