Full Breakdown
06(A) defines a building permit as a license to perform work under the County Building Code and requires every application to state the parcel's tax code number from the County Auditor. Subsection (B)(2) sets the core requirement: no one may construct, reconstruct, extend, alter, repair, remodel or add to a building, fireplace or chimney, or perform plumbing, electrical, heating, ventilation, air conditioning or other covered work, until a written application is submitted and the Building Commissioner approves it and issues the permit. Subsection (B)(1) adds that a Class 1 structure cannot get a county permit until the state has issued a construction design release.
Subsection (B)(4) exempts interior or exterior painting and routine maintenance or repairs that do not affect electrical, plumbing, heating, ventilation, air conditioning or structural stability. 02 per square foot beyond 5,000 square feet; a mobile home's standard permit is $75. 06(E) sets every permit to expire one year after issuance unless construction reaches final inspection, with a three-month extension available for residential work and six months for commercial work.
Violations & Fines
Building without the required permit, or continuing work beyond what an inspection has approved, violates the County Building Code subchapter and is subject to § 151.99(A)(1)'s civil penalty of up to $2,500 per violation, with each day of continuing violation counted separately. The Building Commissioner can also pursue an agreed order, a civil suit, or an injunction under §§ 151.05(E) through (H) to force compliance.
