Independence adopted the 2024 International Existing Building Code (with the 2010 ADA Standards) to govern repair, alteration, change of occupancy, additions, and relocation of existing buildings, including historic structures, effective January 1, 2025. Locally amended Section 809.1 lets Level 2 alterations meet the energy code as it applies to new construction only, and amended Section 1104.1 applies the same standard to additions. Amended Section 117.2 lets the code official order a dilapidated or unsafe structure repaired, or demolished if construction or repairs stopped for over two years. Permits for this remodel and alteration work go through the Building Official, and disputes over interpretation go to the Board of Building and Engineering Appeals.

Renovating or changing occupancy without the required permit is a municipal ordinance violation carrying a fine up to $500.00 or up to 60 days' imprisonment, with each day a separate offense.
