Article 15 of Chapter 4, the Rental Ready Program, exists "to protect the public health, safety and general welfare of the residents of Independence in rental dwellings" and applies to all rental dwelling units except a short exempt list: units unavailable for rent, hotels/motels/B&Bs, state-licensed hospitals and nursing homes, religious-order housing, emergency or transitional shelters, and units already inspected yearly under HUD's Uniform Physical Conditions Standards. 002, must file a passed rental unit inspection form. Violations & Fines
A unit missing a required CO detector fails its rental-ready inspection, so the City can deny or refuse to renew the rental business license. Under Section 4.15.011 the City may suspend, revoke or deny the license for failing the inspection requirement, but only after notice and an opportunity to be heard. A person convicted of violating the article faces a fine of up to $450.00 under Section 4.15.012, plus possible injunction or mandamus action by the City.
