Under Ordinance Code Sec. 320.401, roof work needs a permit like any other building work unless the Building Official approves it as an "ordinary minor repair." Sec. 320.408(f)(3) carves out a specific exception: on a single-family residence, "roofing repairs or reroofing not exceeding five squares or $2,500 in total cost" can skip plan review and inspection, but the permit must still be paid for and a Notice of Commencement filed when required, after which it auto-expires. Only a certified or registered roofing contractor (or a general contractor grandfathered under file number CG007837 or lower) can pull a roofing permit, per Sec. 320.402(b)(1), and roofing contractors registered after August 4, 1987 must show proof of the same insurance coverage required of certified roofing contractors under Florida law. The fee schedule in Sec. 320.409 sets separate BID permit fees for roofing by square footage, including a minimum fee tier for roofing repairs under 500 square feet.
