Mebane, NC Building Safety: Building Permits (2026)

Section 6-1 makes the state building code, as amended from time to time, Mebane's official building code, with all of that code's provisions in force citywide; the section traces to G.S. 143-138(e), which applies the state code statewide. Chapter 6 then layers on locally specific permit rules administered by the city's inspection department: § 6-3 requires a permit for removing and replacing roofing whenever the removal cost exceeds $1,500, and the permit application must state where the removed roofing will be disposed of, with that disposal site printed on the face of the permit itself.

Section 6-102 confirms that a 'notice' accompanies every building permit the inspection department issues, tying construction-site trash-container duties to the same permitting process. A violation of the roofing-permit rule is a misdemeanor punishable under § 1-6, and each day the violation continues counts as a separate offense. Beyond criminal prosecution, § 6-3 lets a city building inspector pursue an appropriate civil action or proceeding to prevent, restrain, correct, or abate the violation, and lets the inspector issue stop orders under G.S. 153A-361 to halt unpermitted work on the spot.

Because § 6-1 adopts the state code in full, the same permit-before-you-build framework extends to new construction, additions, and most other building work the state code covers, not just roofing, with the Inspection Department serving as the local permitting and enforcement office for all of it.
