Porterville, CA Building Safety: Building Permits (2026)

Porterville adopted the 2025 California Building Code, Residential Code, and related Title 24 parts by Ordinance 1921 under Municipal Code section 7-1, covering "the construction, erection, alteration, repair, removal, demolition, conversion, equipment, use, height, area and maintenance of buildings in the City of Porterville." Section 7-3.2 sets building permit fees by City Council resolution rather than a fixed schedule in the code text itself, so applicants pay whatever fee the Council has most recently adopted by resolution for the permit type sought. Temporary structures get a separate path under section 7-3.3: an applicant must apply in writing to the City Council, which can issue a permit spelling out the construction type, location, size, duration, and a requirement that the structure be demolished when the permit ends; violating those conditions is itself unlawful and can end the permit immediately.

The core enforcement teeth sit in section 7-3.4: anyone who enlarges, alters, repairs, moves, improves, removes, converts, equips, uses, occupies, or maintains a building or structure in violation of the adopted Building Code, or causes that to happen, commits a separate offense for every day the violation continues. The Public Works Director, as Building Official under section 7-3.5, administers and enforces the permit and inspection process for building, plumbing, electrical, mechanical, and solar work citywide.
