Porterville, CA Building Safety: Childcare Center Rules (2026)

Porterville Municipal Code Section 301.07 sets the siting and operating standards for Large Family Day Care Homes citywide. Location: a new large home cannot open within 300 feet, in any direction, of an existing Large Family Day Care Home, spreading these facilities across neighborhoods rather than clustering them. Hours: operation is limited to 6:00 a.m. to 7:00 p.m., Monday through Friday, and outdoor play cannot start before 9:00 a.m., protecting neighbors from early-morning noise. Residency: the operator must be a full-time resident of the dwelling where the facility operates, so an absentee owner cannot run the home through staff alone.

Screening: a wood or masonry periphery wall achieving 75 percent opacity must enclose outdoor play areas; chain-link and barbed wire are expressly prohibited, so a home cannot substitute a cheaper fence. Signs advertising the facility are barred entirely under subsection E. The play area itself must total at least 700 square feet, with an additional 75 square feet required for each licensed child above ten, and that play area cannot sit in a required front or side yard. Parking rules under subsection G require one additional off-street drop-off space beyond normal residential parking, and traffic generated by drop-off and pick-up cannot exceed levels customary in residential neighborhoods, though the code allows somewhat higher traffic during the morning and evening commute windows.

Community Development enforces these standards through the City's zoning conformance review process; a home that violates spacing, hours, screening or play-area size is subject to code enforcement action for a zoning violation, separate from any state licensing requirements administered by the California Department of Social Services.
