Summary
Thornton requires a building permit from the Building Department before anyone erects, enlarges, remodels, alters, repairs, moves, converts, demolishes or changes the occupancy of a building, structure or utility, under City Code Section 10-61(a). Only licensed contractors and homeowners working on their own residence may apply, and permits lapse without regular inspections.
No person or the federal, state, county or city government or any agency, subdivision or department thereof shall erect, construct, enlarge, remodel, alter, repair, move, improve, remove, convert, demolish or change the type of occupancy of any building, structure or utility or perform any other work regulated by this Building Code or cause such to be performed without first having obtained a building permit for the specific work to be performed issued by the building department. A building permit shall not be required of a public utility, duly franchised or authorized as such in the city, for the repair and maintenance of the equipment and facilities used in the distribution of such utility which has been exempted elsewhere in this Building Code.

Section 10-61(a) bars any person, or any government agency, from doing regulated building work without first obtaining a permit from the building department; only a franchised public utility repairing its own distribution equipment is exempt. Ordinary repairs such as replacing lamps or plugging in approved portable equipment need no permit, but that exemption stops at any work touching a load-bearing wall, egress path, or gas, water, sewer or electrical piping. A homeowner may pull a permit for their own one- or two-family dwelling and personally perform the work, but is limited to one owner-occupied home permit in a 24-month period starting on the certificate of occupancy date.
Permits are transferable within 180 days of expiration for a fee, and applications themselves expire in 180 days if unissued. Once issued, a permit voids if no inspection occurs within 180 days of issuance or of the prior inspection, and it expires outright one year from issuance for projects valued under $10,000,000, or two years for projects at or above that threshold, with no refund of the permit fee. Emergency repairs may proceed immediately but the application must reach the building official by the next business day.
The building official may revoke or suspend a permit and issue a stop-work order for a code violation or a hazard to public health or safety, and the city manager can order a temporary halt on issuing new permits to an owner with willful, repeated violations.

Working without a required permit is unlawful under Section 10-35(a)(3) and is punished under the city's general penalty, Section 1-8(b): up to 364 days in jail, a fine up to the maximum authorized for municipal courts, or both. Under Section 10-62(g), the building department also imposes an investigation fee equal to the building permit fee for work discovered without one, due whether or not a permit is ultimately issued.
