Fullerton's zoning use tables single out childcare by size. 70 in the relevant residential and commercial zone classifications. 030(E)(2) directs the review of that CUP to weigh compatibility with surrounding uses, noise, glare, parking and traffic impacts, and street frontage before approval. 030(E)(3) then set the safety baseline: on-site circulation must let children load and unload off-street with no need to cross a dedicated street; the facility must provide one off-street parking space for each worker on duty plus one guest space for every 16 children or portion thereof, none of it in a required street setback or tandem space; and where the outdoor play area adjoins a residential zone, the operator must build a solid six-foot masonry wall along that side and rear-yard perimeter to keep play noise from becoming a nuisance.

The facility also has to comply with the zone's general noise and maintenance standards and remains subject to the city's nuisance-abatement procedures if it becomes incompatible with the neighborhood. State and county licensing is a precondition to the local approval, not a substitute for it: the ordinance requires the establishment to be licensed by the state or county and constructed in accordance with state and local requirements.
