Meriden, CT Building Safety: Childcare Center Rules (2026)

Under § 213-19B(2)(j), the Zoning Board of Appeals may grant a special exception for a child care center in Meriden's R-2 Two- or Three-Family Residential District, and the same conditions are cross-referenced for the child care center use in other districts across the chapter. New construction or conversions must be architecturally similar to the surrounding residential structures, and all lot and bulk requirements of the underlying district still apply on top of these use-specific conditions. The State of Connecticut Department of Public Health and Department of Social Services, not the City, set the maximum number of children a center may serve, since they are the licensing agents.

Outdoor play apparatus must sit in the rear yard and be screened to the same standard required of multifamily dwellings under § 213-46A(2). Parking is fixed at one space per 3,000 square feet of gross floor area devoted to day care, or one space per six children, whichever produces the larger number, and the site plan must show safe on-site circulation with defined dropoff and pickup points. Connection to public sanitary sewer and public water is mandatory, ruling out septic-served properties. Before the City issues a building permit, the operator must produce a certificate of fire safety from the Meriden Fire Marshal and present the State Department of Public Health license along with proof of registration with the Meriden Health Department. A certificate of approval, Meriden's site plan sign-off, is required on top of the special exception itself.
