Full Breakdown
Section 10-2 of the Code of Ordinances, adopted pursuant to R.S. 40:1730.21 et seq., adopts the National Electrical Code, 2005 Edition, as published by the National Fire Protection Association, as the governing electrical standard for construction in the parish outside incorporated municipalities. The 2006 International Building Code and International Residential Code are adopted for structural work, but both explicitly exclude their own electrical chapters and parts, leaving the 2005 NEC as the sole electrical standard. Section 10-3 makes it unlawful to erect, install, enlarge, alter, repair, remove, convert or replace any electrical system regulated by these adopted codes without first obtaining a permit from the director of public works or his designee.
Section 10-4 requires the permit application to identify the owner, all contractors, the construction location, a description of the work including whether it involves electrical work, and a sworn certification that the work will comply with applicable codes. Section 10-5 bars occupying or using any permitted structure before the owner files a certificate of completion and compliance made by a state-approved building inspector. Section 10-1 assigns enforcement outside incorporated areas to the parish's appointed building official, and section 10-6 lets the building official go through the parish attorney to enjoin unpermitted construction or the occupancy of noncompliant work.
Violations & Fines
Doing electrical work without a permit, or occupying a structure before certification, is unlawful under sections 10-3 and 10-5; the building official may seek an injunction under section 10-6 through the parish attorney to halt the work or occupancy, in addition to any penalty under the Code's general enforcement provisions.
