Full Breakdown
Section 10-2 of the Code of Ordinances, adopted under R.S. 40:1730.21 et seq., adopts the Louisiana State Plumbing Code, which is Part XIV (Plumbing) of the State Sanitary Code, as the governing plumbing standard for construction in unincorporated Caddo Parish. The 2006 International Building Code and International Residential Code are also adopted for general construction, but both expressly exclude their own plumbing provisions, Chapter 29 of the IBC and Part VII of the IRC, so the state plumbing code controls plumbing work exclusively. Section 10-3 makes it unlawful to erect, install, enlarge, alter, repair, remove, convert or replace any plumbing system regulated by the technical codes without first obtaining a permit from the director of public works or his designee.
Section 10-4 requires the permit application to disclose the owner's and contractors' names, addresses and phone numbers, the construction location, a description of the work specifying whether it involves plumbing, the anticipated completion date, and a certification under penalty of perjury that the work will comply with applicable codes. Section 10-5 prohibits occupying or using any permitted structure before the owner files a certificate of completion and compliance from a state-approved building inspector. Section 10-1 assigns enforcement outside incorporated municipalities to the parish's appointed building official.
Violations & Fines
Performing plumbing work without a permit, or occupying a structure before certification, is unlawful under sections 10-3 and 10-5. The building official may, through the parish attorney under section 10-6, seek an injunction to stop unpermitted plumbing work or the occupancy of a noncompliant structure.
