Carroll County, GA Building Safety: Electrical Permits (2026)

Section 18-26 adopts the National Electrical Code, as published by the National Fire Protection Association, as one of the technical construction codes the county enforces, subject to amendment for later editions as required by the Georgia Uniform Codes Act. That code adoption is enforced through the general permit requirement in § 18-15(a): anyone installing, enlarging, altering, repairing, removing, converting or replacing an electrical system regulated by the construction codes must first apply to the building official and obtain a permit. Section 18-15(b)(2) then lists the electrical work exempt from that requirement: minor repair and maintenance work such as replacing lamps or connecting approved portable equipment to approved permanently installed receptacles; equipment and wiring for radio and television transmissions themselves, though the towers, antennas and power supply wiring for those stations still need a permit; and temporary systems installed solely to test or service electrical equipment.

Every other electrical installation needs a permit application through the building official in the community development department, followed by underground, rough-in and final inspections under § 18-16(a)(6)b before the work can be covered or the building occupied. Fees set by the board of commissioners must be paid before the permit issues, and starting non-exempt electrical work before the permit is obtained adds a 100 percent penalty on the usual fee (§ 18-15(i)(1)-(2)). This applies only to unincorporated Carroll County; Carrollton, Villa Rica, Temple, Bowdon, Whitesburg, Mount Zion and Roopville each administer their own electrical permitting.
