Full Breakdown
Alameda County adopts the 2025 California Electrical Code (CA Title 24, Part 3) by reference as the Electrical Code of the County of Alameda, applying only to unincorporated territory such as Castro Valley, San Lorenzo, Ashland and Cherryland. The CEC in turn incorporates the National Electrical Code, 2023 Edition, and where its requirements conflict with the county's building, mechanical, plumbing or fire chapters, the building official resolves the conflict. Permit requirements and exemptions for electrical work run through the general permit provisions of Chapter 15.08. Oakland, Berkeley, Fremont, Hayward, San Leandro, Livermore, Pleasanton, Dublin, the City of Alameda, Union City, Newark, Emeryville, Albany and Piedmont each issue electrical permits under their own municipal codes, not this one.
Violations & Fines
Electrical work performed without a required county permit can be red-tagged and is subject to the Building Inspection Division's enforcement under Ch. 15.08.
