Section 4-301 adopts, under T.C.A. § 6-54-501 et seq., the 2017 edition of the National Electric Code as prepared by the National Fire Protection Association (NFPA 70), with all future revisions and appendices, and requires three copies filed with the building official. Section 4-304.5 requires an electrical permit, and a building permit if needed, before any wiring is altered, changed, or installed in a building or premises for lights, motors, signs or devices. Section 4-303 requires the contractor to hold a license under T.C.A. Title 62, Chapter 6, or Title 69, Chapter 10, and Section 4-304 requires an electrician's certificate backed by at least $100,000.00 in liability insurance, issued for an annual $50.00 fee expiring each September 30.

A property owner may pull a permit to wire their own residence under Section 4-305(2), limited to the applicant and immediate family, capped at one such permit per 12 months absent an emergency like fire or wind damage. Every electrical permit expires 180 days from issuance under Section 4-305(4), extendable once. Section 4-306 sets inspection fees by amperage: $32.00 for 0 to 200 amps, $45.00 for 201 to 400 amps, $90.00 for 401 to 1,000 amps, plus $32.00 flat fees for HVAC, temporary service, service release, change of service, pools and hot tubs, underground inspection and signs, a $50.00 safety inspection, and a $10.00 per-permit administration fee.

Section 4-307 requires a rough-in and a final inspection on wiring installed in any structure. Violation penalties under Section 4-313 mirror the building code: a $50.00 civil fine per day of continued violation after notice, plus authority to issue stop-work orders and terminate power for an immediate danger to health or safety.
