Clarksville, TN Building Safety: Plumbing Permits (2026)

Section 4-502(a) adopts, under T.C.A. §§ 6-54-501 et seq., the 2018 International Plumbing Code and its future revisions, including appendix F but excluding all other appendices, effective January 1, 2021. Local amendments insert "City of Clarksville" in Section 101.1, tie the fee schedule in amended Section 106.6 to Section 4-503, change the clearance figure in Section 305.6.1 to 18 inches and insert an 18-inch figure at new Section 305.4.1, delete an exception in Section 603.2, and insert a 12-inch figure at new Section 903.1. A rewritten Section 108.4 sets violation penalties: anyone violating the code or performing plumbing work contrary to approved documents, a code official's directive, or a permit's terms is subject to a $50.00 civil fine, with each day a violation continues after notice a separate offense, and a rewritten Section 108.5 authorizes immediate written stop-work orders for dangerous or unsafe plumbing work.

Three copies of the adopted code must be filed with the building official. Section 4-503 sets fees: water and sewer service inspections and replacements run $25.00 per service, water tap inspections $25.00 per tap, water heaters $10.00 each, openings $10.00 each, vacuum breakers $2.50 for the first five and $1.50 each additional, reduced backflow preventers $25.00 each, grease traps and oil separators $25.00, and re-inspections $20.00. Permit issuance itself is a flat $10.00 per permit, covering all applicable water and sewer connection or tap fees under Section 13-309.

Section 4-504 requires a plumbing contractor to hold a plumber's certificate backed by at least $100,000.00 in liability insurance before engaging in plumbing work or advertising as a contractor within city limits.
