Council Bluffs, IA Building Safety: Electrical Permits (2026)

CBMC 13.01.301 requires a separate permit for any building service equipment, including electrical systems, before it is erected, altered, repaired, or converted, obtained from the building official on a form the applicant must complete describing the work and site. The section lists narrow electrical exemptions: portable motors or appliances plugged into an approved receptacle, temporary decorative lighting, repair of current-carrying switch parts, taping joints, and wiring under twenty-five volts or fifty watts are all exempt from a permit, but new circuits, service changes, and fixed equipment installations are not.

On the code side, CBMC 13.16.010 adopts the National Electrical Code, 2020 Edition, published by the National Fire Protection Association of Quincy, Massachusetts, as the Electrical Code of Council Bluffs, on file for public inspection in the building official's office; the local code must coincide with the state of Iowa Electrical Code under Iowa Administrative Code 661-301.5(103A). The city layers on its own amendments: CBMC 13.16.310 deletes and replaces NEC Article 230.24(B)(2) to require twelve feet of vertical clearance over residential occupancies and sixteen feet over driveways and low-voltage commercial areas, and CBMC 13.16.200 additionally adopts MidAmerican Energy's Electric Service Manual, UL sign standards, and several NFPA standards as supplemental rules whenever they impose a higher minimum than the NEC alone.

A separate electrical permit is also required for electrical signs even when a general sign permit has been issued, and licensing of electrical contractors is handled under the separate Chapter 13.17 licensing chapter.
