021(E) carves out an exemption from the city's contractor-licensing rules for a bona fide owner installing electrical wiring, plumbing or gas fittings in his own home, but the exemption is conditional, not a free pass around permitting. Before touching any wire, pipe or gas line, the owner must submit plans and specifications to the appropriate electrical, plumbing or gas inspector for approval, and satisfy that inspector as to his ability and qualifications to do the work. He must then make application and secure an electrical permit before commencing electrical, plumbing or gas work of any kind, the same permit named across all three trades in this owner-builder track.

The owner also has to file an affidavit swearing he is the bona fide owner who will personally install the work on his own premises only, pay the required permit fees, perform the work to the code's rules, and notify the inspector when the work is ready for inspection. 021(E)(8) it must be done by the owner himself, for himself, on his own premises and in his own home, without pay to or from anyone, and he cannot hire help to assist with the installation.

HOME is defined narrowly as only the portion of the building actually used by the owner for living purposes for himself or his immediate family, so rental units and commercial space do not qualify. 130, which requires a permit for any operation covered by Section 104 of the Florida Building Code.
