271 adopts the 2023 edition of the National Electrical Code of the National Fire Protection Association as controlling for "the construction, alteration, removal and maintenance of electrical wiring and apparatus" citywide, with a copy on file with the city secretary. 272 amends it locally: every reference to "jurisdiction" means the City of Leander, fees run through the appendix A fee schedule, concrete-encased electrodes are the preferred grounding method in the city's rocky soils, and smoke detectors are required in windowless media rooms. 237, no one may install, alter, change or repair electrical work without a permit from the electrical inspector, and a licensed master electrician who isn't the business owner must be a duly appointed officer of the firm.

238 requires the inspector be notified at least 24 hours before work is concealed, sets a reinspection fee when work fails, and gives a permit electrician 30 days to correct cited defects or lose the ability to pull further permits. 239 routes all fees through the appendix A schedule, subject to change by city council. 303, utility service can't be connected, and no certificate of occupancy issued or kept in effect, until the inspector approves the work; if required corrections aren't made within 30 days of a failed inspection, the city may discontinue electric service to the property.

304 lets the electrical inspector, building official or fire marshal order unsafe wiring corrected, with every day past a ten-day notice period counting as a separate offense. 275 makes the National Electrical Code control.
