Except as otherwise provided in § 113.01 or exempted below, no person, firm or corporation shall in any manner undertake to execute or perform any work of installing, maintaining, altering or repairing any electrical equipment unless the work is performed or supervised by a holder of a Class A electrical contractor's license, and has a certificate therefore as provided in § 113.07 ... provided, however, that no license shall be required in order to execute or perform any of the following electrical work ... (G) The undertaking of electrical work in or upon single-family dwellings, including the usual accessory buildings located on the same property, provided the electrical work in the dwelling or accessory buildings is performed by the owner of the property (or by an occupant thereof with the written permission of the owner); the dwelling is at the time or in the immediately foreseeable future intended to be occupied by the person doing the work; and the single-family dwelling is a detached building containing no other dwelling unit or other occupancy apart from the owner or the members of the immediate family of the owner, or an occupant doing the work.

Violations & Fines
Section 113.99 makes any violation of Chapter 113 a Class A infraction once a court finds it by a preponderance of the evidence, carrying a civil penalty of $100 to $1,000 plus court costs. The County Commissioners may also seek an injunction to stop ongoing violations, and a violator who does not cease after written notice is liable for the enforcement costs, including reasonable attorney fees, of getting that injunction. If a license holder is found in violation, the license is automatically suspended until the Electrical Examining Board reviews and lifts the suspension at its discretion, per § 113.15.
