Chapter 170, § 170-9E requires that "all elevators or other conveyances must be inspected semiannually," with a conveyance inspector holding a Town-issued inspector's permit certifying compliance with § 170-13 and the rest of the chapter after each inspection. The property owner, lessee or managing agent must obtain a certificate of operation from the administrator to continue using any elevator or conveyance that existed when the chapter was adopted, and § 170-9F requires certificates of operation to be renewed semiannually and displayed in the elevator car or maintenance area for review by the Town's Code Enforcement Officers.

Where the New York State Uniform Fire Prevention and Building Code requires separate one-year or five-year inspections, § 170-9F directs that the semiannual inspection coincide with those dates when the periods overlap. New installations get an additional layer under § 170-9A and B: the installer and, separately, the inspector must each certify § 170-13 compliance before the property owner obtains an initial certificate of operation under § 170-9C. The certificate fee, set under § 100-5 of the Building Code, is waived for existing or newly installed elevators and chair lifts used for handicapped access in private residences, once the administrator confirms the equipment otherwise meets chapter requirements. Elevator owners also register their equipment with the Building Department under § 170-12, listing type, rated load and speed, location and manufacturer.
