Longmont, CO Building Safety: Elevator Maintenance (2026)

Longmont Municipal Code § 16.04.450, adopted by Ordinance No. O-2021-65 on November 30, 2021, inserts a single sentence into IBC Section 3001.1's scope language: 'All elevators shall be inspected annually.' That sentence is the entire local elevator-maintenance rule, but it sits inside a chapter with real teeth. Section 16.04.120 replaces IBC Section 114 in full: it is unlawful to 'erect, install, alter, repair, relocate, add to, replace, demolish, use, occupy or maintain any building or structure...in violation of this code,' every day a violation continues is a separate offense punishable under chapter 1.12, and the city attorney may also pursue the violation in court as a public nuisance.

Because chapter 16.04 sets no elevator-specific fine, the general penalty in § 1.12.010 controls: a court may impose a fine of up to $500.00 and imprisonment of up to 90 days, or both, for any Code violation that doesn't carry its own specified penalty. Appeals of building official decisions, including elevator inspection findings, go to the Master Board of Appeals: § 16.04.110 replaces IBC Section 113 and directs all such appeals to chapter 16.30. On the licensing side, § 16.48.080.D.11 limits elevator, escalator, and dumbwaiter installation work to contractors holding a Class D-11 specialty license; Class A and B general contractors are expressly excluded from that scope unless they separately hold the D-11 license. Permit and inspection fees for this work aren't fixed in the code text: § 16.04.070 lets the city council set them by resolution instead.
