Lubbock elevators fall under the Texas Elevator Safety Program at TDLR. Annual inspections by licensed inspectors and TDLR-licensed contractors are required.
Texas Health and Safety Code Chapter 754 and 16 TAC Chapter 74 establish the Texas Elevator Safety Program, administered by TDLR. All elevators, escalators, and chairlifts (excluding purely residential single-family private elevators in most cases) must be registered with TDLR, receive an annual safety inspection by a licensed elevator inspector, and have a current Certificate of Compliance posted in or near the equipment. Inspection must comply with ASME A17.1/A17.3 Safety Code for Elevators and Escalators, ASME A18.1 Platform Lifts, and ASME A17.7 Performance-Based Code as adopted by the state. Licensed elevator contractors and mechanics must perform all installation, alteration, repair, testing, and maintenance. Building owners must correct noted deficiencies within timeframes specified in inspection reports, typically 30-90 days. Lubbock Building Safety verifies elevator Certificates of Compliance during commercial occupancy inspections. Private residence elevators installed in single-family homes are typically exempt from TDLR registration but must meet ASME A17.1 Part 5.3 and local building code.
TDLR administrative penalties for unregistered or uninspected elevators: up to 5000 dollars per violation per day. Operating without a current certificate may lead to shutdown orders.
