Lubbock has not adopted the International Green Construction Code, mandatory solar, or all-electric construction, consistent with Texas legislative preemption of municipal natural-gas bans under Texas Government Code Chapter 2310. Lubbock Power and Light offers limited efficiency rebates for residential customers, and LEED or similar certifications remain voluntary for private projects.
